I was still living in New York when this incident happened. A few of us were attending a seminar at Intel in Phoenix, AZ. A woman from Intel gave the whole room a full description of the Luby's Restaurant in Killeen where she was from.

Luby's massacre was a mass killing that took place on October 16, 1991, in Killeen, Texas, United States when George Hennard entered a Luby's Cafeteria and shot and killed 23 people, wounded 20 and then killed himself.
Killings
On that day, Hennard drove his 1987 Ford Ranger truck into a Luby's Cafeteria at 1705 E Central Texas Expresway in Killeen, then opened fire on the restaurant's patrons and staff with a Glock 17 and later a Ruger P89. He killed 23 people and wounded 20 before committing suicide. Only the work of a large man breaking through a window allowed the rest of the patrons to escape. One noted exception was a mother and her four-year-old child, whom Hennard allowed to leave. Though Hennard was shot several times by police, only when he ran out of victims did Hennard walk to the rear of the seating area and take his own life with a gunshot to the head.
Consequences
As a direct result of this massacre, in 1995 the Texas Legislature, led by Suzanna Gratia Hupp (whose parents were both killed in the massacre), passed a law over the veto of former Governor Ann Richards that allowed Texas citizens to obtain a concealed carry handgun permit in part as a reaction against the massacre. Soon after, many states considered similar weapon permits for citizens.

我也觉得警方处理有问题。第一起枪击案后就应该封锁校园,这样人人警戒,Chao也不至于能带着两把枪穿过校园里据说是很热闹的地方。
当时就算是觉得凶手已经行凶完毕,毕竟是在校园,毕竟是持枪行凶,shut down 半天一天的我觉得还是很必要,哪怕是个庞大的校园。

I would allow certain people carry guns, but regulated with some strict rules. Self-defense is always right, but excessive defense no.
在台灣或德國,執法人員攜槍的訓練課程裡必定交代清楚什麼情況下可以用槍、怎麼用合法、怎麼用非法,另外還要通過持槍適任性的心理測驗,濫用和過當使用會吊銷執照的。這和軍隊裡人人發一把槍的做法不相同,但其實軍隊裡也應該有那樣的程序才對;所幸軍隊的彈藥是有控管的,不過自己填子彈一點也不難,還是防君子,不防小人的。擁槍的問題還是很有得討論。
